Goshen Concrete, Street by Street
Goshen is the county seat of Elkhart County, and its concrete contractors deal with a real mix of old and new. The city was platted in 1831, and the Goshen Historic District around the Elkhart County Courthouse joined the National Register in 1983. The 2020 census counted 34,517 residents and 13,577 housing units. We pour driveways, patios, stamped concrete, walks, steps and slabs here, and we fix the ones that have failed.
How the 50/50 sidewalk program works in Goshen
Goshen's Engineering Department runs an annual Sidewalk Reconstruction 50/50 Program for public sidewalks that run next to and parallel with city streets. Here are the points worth knowing, from the city's page:
- The city rates sidewalks on a 1 to 10 scale. A walk must rate 6 or lower to qualify.
- Walks rated 7 or higher are not eligible for cost sharing.
- The homeowner pays 50 percent of the total cost.
- Funding is limited and goes first come, first served.
- Applications for 2026 are closed. Call Engineering at 574-534-2201 to join the 2027 interest list, which does not promise approval.
The program covers the public walk along the street. Everything else on your lot is private work: the walk to your door, the driveway, steps, patios and slabs. That private work is what we price and pour. If your public walk is on the city list, we can plan your private work so the two meet cleanly when both are done.
Rivers, millrace and wet ground
The Elkhart River runs through Goshen and passes a dam on the south side that forms Goshen Dam Pond. Rock Run Creek also crosses town, and the old Mill Race canal once fed a hydroelectric plant. Low spots near water stay damp longer in spring, and wet soil under a slab freezes and heaves more than dry soil. On those lots we take extra care with the gravel base and with grading, so water leaves the slab and does not sit under it.
Weather swings
Goshen's climate table on Wikipedia gives 1991 to 2020 averages of about 39.85 inches of precipitation and 45.2 inches of snow a year, and records since 1914 that run from minus 25 degrees to 111. Concrete has to handle all of it. Air-entrained mixes, good joints and a proper cure are not extras here. They are the job.
Timing your project
Because Goshen's 50/50 program is first come, first served and the 2026 round is closed, many owners plan private work now and the public walk later. We can pour your driveway and front walk this season and leave a clean joint where the public sidewalk will meet it. When the city work happens, the new public walk ties in at the right height without anyone having to break out your new concrete.
Common requests
Driveway replacement. Older drives in the blocks around downtown are often narrow and patched. A new drive with a fresh base solves the drainage and the cracks at once.
Patios. QuickFacts shows 61.5 percent of Goshen homes are owner-occupied. Owners often add a patio off the back door, plain or stamped.
Steps. Settled front steps are common on older homes. We replace them on a proper footing.
Garage and shed slabs. For detached garages and sheds, with a thickened edge and anchor bolts where needed.
Repair and replacement. Saw-cutting and replacing only the failed sections when the rest of the slab is sound.

Goshen Questions
Does my Goshen sidewalk qualify for the 50/50 program?
Only if the city rates it 6 or lower on its 1 to 10 condition scale, and only for public walks along city streets. Call Engineering at 574-534-2201 to get on the interest list.
Can you replace my private walk while I wait on the city?
Yes. Your walk from the public sidewalk to the door is private work. We can pour it now and leave a clean joint where the public walk will meet it.
Do you work in the historic district?
Yes. We pour drives, walks and steps throughout Goshen, and we check with the city on any rules that apply to your street before we start.
